House Conservatives Unite to Unveil Reconciliation 2.0 Framework to Make the American Dream Affordable Again

WASHINGTON, D.C.  Republican Study Committee members unveiled the framework for a second reconciliation bill at a press conference this morning, presenting the Reconciliation 2.0 Framework: Making the American Dream Affordable Again, a comprehensive conservative roadmap for the next reconciliation bill focused on lowering costs for American families and locking in President Trump’s America First agenda.

The event brought together leaders from across the Republican Conference, spanning budget, housing, health care, energy, technology, and values—to outline how the framework addresses the affordability crisis facing working families.

The press conference was led by Republican Study Committee Chairman August Pfluger (TX-11) and featured House Budget Committee Chairman Jodey Arrington (TX-19), RSC Steering Committee Members Brad Finstad (MN-01), Laurel Lee (FL-15), Mike Haridopolos (FL-08), and Abe Hamadeh (AZ-08), RSC AI Task Force Chair Kat Cammack (FL-03), Values Action Team Chairman Robert Aderholt (AL-04), and RSC Members Eric Burlison (MO-07), Stephanie Bice (OK-05), and Jimmy Patronis (FL-01)—underscoring broad support across the Republican Conference to cut wasteful spending, restore fiscal discipline, and make the American Dream affordable again.

“We have momentum on our side, and there's more work to be done, but we owe it to the next generation. We owe it to the American public, and that's why we're acting with urgency and introducing this framework. The Republican Study Committee is leading this effort, because the RSC is the engine of ideas in Congress, at 190 members strong, with every single member on a fantastic committee. We've been working with experts, with members, with the grassroots, with committees and conservatives on this, and when you look at the first reconciliation bill, it delivered the largest tax cut in American history. It's time to build on that progress, but the clock is ticking,” said RSC Chairman August Pfluger (TX-11).

“Reconciliation is the most powerful tool we have to fix what’s broken, clean up this mess, and give the American people a safer, stronger, more prosperous, and more affordable country… I implore my colleagues to continue to fight, to unify, to work together and to get the job done that the people sent us here to do. To coast into November would be the greatest travesty of my tenure here in Congress,” said House Budget Committee Chairman Jodey Arrington (TX-19). 

“Reconciliation 2.0 is our opportunity to put more guardrails, more commonsense policies in place that reflect our conservative values. My neighbors in southern Minnesota are tired of their goodwill being preyed upon by the Democrats leading our state. It’s high time that we take a look at our federal programs from top to bottom. Reconciliation 2.0 will provide us the opportunity to put teeth into these programs and make sure the fraudsters can no longer fleece us of our hard-earned taxpayer dollars. I’m proud to work with the Republican Study Committee to advance these meaningful, fiscally responsible reforms and get Reconciliation 2.0 across the finish line.” said RSC Steering Committee Member Brad Finstad (MN-01).

“I'm so excited about today's announcement that the RSC Reconciliation 2.0 blueprint will make sure that we remain a nation of equal opportunity, not equal outcome… We are including the Nest Act, which would allow for millennials or first-time home buyers to save for their down payment tax-free. This is in line with an America First agenda. It is about empowering people, not government. And I couldn't be more thankful that today it is part of this proposal that will help solidify the cornerstone of the American dream, home ownership,” said RSC AI Task Force Chair Kat Cammack (FL-03).

"Reconciliation 2.0 is about rewarding the American people who sent us here to do the job. We laid the foundation, and now it’s time to finish strong by delivering real health care affordability and real choice that families can actually feel. This is the moment to honor that trust and prove that American greatness still comes from keeping our word. It’s time to go big or go home,” said Rep. Eric Burlison (MO-07).

“Reconciliation gives us the opportunity to further the promises that we have made to the American people that matter. This framework prioritizes public safety by rewarding state and local governments that follow the law. The Safe Cities Fund ensures federal resources go to communities who are working in good faith with the Trump administration to actually reduce crime, to follow our nation's laws, to deport people who have come to this country illegally, and to help us restore public order where it is necessary,” said RSC Steering Committee Member Laurel Lee (FL-15).

“Under Joe Biden, reckless housing and health care policies sent costs and premiums skyrocketing, leaving families paying more for less. Republicans are offering a clean break by lowering barriers to homeownership, expanding affordable health care options, cutting out middlemen, and cracking down on fraud,” said RSC Steering Member Mike Haridopolos. “The Republican Study Committee’s framework for Reconciliation 2.0 is making life affordable again and putting the American Dream back within reach.”

"As I said before, my colleagues and I didn’t run for office to continue the status quo," stated Congressman Hamadeh. "We cannot allow business as usual to put this country out of business, but that is why we must stop Democrat obstruction. They've blocked the President's nominees, let solid conservative bills rot in the Senate, and threw a 43-day temper tantrum by shutting down our government. It’s clear that they’re not interested in working with us to actually help American families. So, Republicans in Congress can, and we must, go it alone and with Reconciliation 2.0, we have the opportunity to deliver what American families need and want," said RSC Steering Member Abe Hamadeh (AZ-08).

“We must do a second reconciliation package to continue to codify President Trump’s agenda which is pro-growth and pro-America. Affordability starts with energy and deregulation and while gas in my district was recently a buck ninety-five, we need to ensure that in the future we don’t have record high gas prices like under the previous administration. In addition to addressing affordability, this framework also includes policies that will strengthen families and uplift working parents so that they do not have to choose between caring for a newborn and a paycheck. The American people are depending on us to get this important work across the finish line,” said Rep. Stephanie Bice (OK-05).

"I’m proud to stand today, with my friend Chairman August Pfluger, and other RSC Members, to commend this framework for a second reconciliation bill, which is our best opportunity to secure more conservative wins, codify more of the President's executive orders, and cut more of the wasteful spending that started under the previous Administration. As Chairman of the House Values Action Team, I am committed to defending and advancing issues such as family, faith and freedom. RSC's Reconciliation 2.0 framework includes several provisions that are important to VAT Members including: eliminating the marriage penalty in the child tax credit, fixing the maximums on 401k contributions that penalize families with only one parent working, and making permanent the ban on abortion provider federal funding – defunding abortion was one of the biggest victories included in the first reconciliation bill, but that provision lapses on July 4, 2026 - unless we act. Republicans are working to deliver for the American family, and Reconciliation 2.0 does that," said VAT Chairman Robert Aderholt (AL-04).

BACKGROUND:
Members emphasized that the Reconciliation 2.0 Framework targets the core drivers of rising costs—housing, health care, and energy—while restoring fiscal discipline, eliminating wasteful government spending, and codifying President Trump’s deregulatory agenda to ensure affordability gains are permanent.

The framework builds on the success of the 2025 reconciliation bill and provides a vetted, Byrd-rule-tested menu of policy options developed by RSC members across every House committee.

As Democrats continue to obstruct, members underscored that reconciliation remains the most effective tool to deliver results for the American people—lowering prices, restoring opportunity, and making the American Dream affordable once again.
