Burlison Introduces “Make the American Dream Real Again Act” to Expand Homeownership Opportunities
WASHINGTON—Rep. Eric Burlison (R-Mo.) introduced the Make the American Dream Real Again Act, legislation aimed at lowering barriers to homeownership and helping first-time buyers enter an increasingly unaffordable housing market.
In recent years, rising home prices, higher interest rates, and increased monthly mortgage costs have pushed homeownership out of reach for many Americans. At the same time, many seniors remain in larger homes, in part due to the capital-gains-tax burden associated with selling, which has limited available housing supply.
The Make the American Dream Real Again Act would allow home sellers to redirect their capital-gains-tax liability toward a first-time buyer’s down payment, inspection costs, or closing expenses. In exchange, the seller would receive a tax credit equal to that contribution, reducing or eliminating their capital-gains-tax burden.
“Homeownership should not be a distant goal reserved for a shrinking number of Americans,” said Rep. Burlison. “This bill unlocks existing housing supply and empowers first-time buyers by putting private dollars to work—without growing government. It is a pro-growth solution that helps restore the American Dream.”
